Installation:

We assume, you already have a database "gemma" with the Gemma schema
in place.

As postgres super user ("postgres" on most default installations):

  psql -f roles.sql -d gemma
  psql -f users.sql -d gemma
  psql -f responsibility_areas.sql -d gemma
